The European Union (EU) and Germany announce an additional financial allocation for Togo in support of the Emergency Programme for the Savannah Region (PURS). The EU is committing €5 million, while Germany is planning an increase in bilateral funds for its ProEnergie project. A project that aims at decentralised energy supply in Togo.

This new support from Team Europe in Togo aims to extend access to basic social services, and in particular electricity, to the most vulnerable populations in this region facing the threat of violent extremism.  More concretely, this additional support will make it possible to extend the electricity network in 17 localities in the Savanes region, thus facilitating access to energy for more than 2,500 households, i.e. approximately 20,000 people.

Up to 10 peripheral health care units will also be electrified by solar technology and reinforced with medical equipment such as: autoclaves for sterilisation, blood analysers, centrifuges, microscopes and other ICT equipment (laptops, printers).  The support also integrates vocational training for youth and women on entrepreneurship and the productive use of electricity. 

The EU contribution is in the form of a grant of €5 million, mobilised under the crisis response component of the new Global Europe instrument. It is a co-financing of the ongoing German cooperation project "Rural Electrification in Togo" (ProEnergie II). As part of this extension of the project activities, Germany is planning an additional contribution to its current budget of 6.5 million euros. This commitment will be made during bilateral negotiations at the end of November 2022 in Berlin. The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH will implement the activities. This action is another example of joint action by the European Union and its Member States in Togo. It joins a list of several ongoing projects in the Savannah region, funded individually or jointly by Team Europe.  The European Union and its Member States, which are already present in Togo through various instruments, intend to strengthen their actions to support, in particular, national initiatives in the field of prevention and fight against violent extremism.

The Togolese government has given energy a central place in its Strategy for Accelerated Growth and Employment Promotion and has set the goal of achieving a national electrification rate of 50% by 2024. However, the country is undergoing a political crisis that is having a strong impact on the energy sector. Only about 6% of rural areas are electrified, with the rate reaching about 50% in the cities. In general, the energy sector suffers from unfavourable framework conditions for decentralised energy supply.
