The Universal Health Insurance (AMU) management bodies, the National Social
Security Fund (CNSS) and the National Health Insurance Institute (INAM), took a
decisive step forward on Tuesday, October 14, 2025, in Lomé. They signed a
framework partnership agreement with private sector institutions, namely
insurance companies, brokers, and mutual health insurance companies.
This partnership is a historic turning point that formalizes collaboration,
coordination, and regulation of supplemental health insurance in Togo. It also
aims to link basic public coverage, AMU, launched on January 1, 2024, to
private supplemental offerings, creating a structured bridge between the two
systems. The main objective of this agreement is to strengthen health
inclusion and improve protection against health risks. For insured persons,
this translates into easier access to additional coverage, improving the
quality of care and significantly reducing the out-of-pocket costs for
families. This agreement provides for the harmonization of tools, procedures,
and monitoring platforms among all stakeholders, as well as strengthened
controls to better prevent and combat fraud.
Chaired by the representative of the Minister of Health, Mr. WINGA
Dissaliba, the ceremony celebrated the spirit of collaboration between public
bodies (CNSS, INAM) and private entities (CAT, CNCMUT, FETAC). The importance
for private insurers to demonstrate creativity and social responsibility in
order to offer products that are tailored to and accessible by the diverse
Togolese population was reiterated, thereby giving concrete expression to the
Head of State's vision for a more just and inclusive society.
