Regulatory Authority For Electronic Communications And Postal Services (ARCEP), is launching a nationwide information and awareness-raising tour for members of consumer associations and local authorities in Togo on Monday June 19, as well as a customer satisfaction survey for operators of electronic communications and postal services and ARCEP customers/users. The information was given at a press conference on Friday June 16, 2023 in Lomé.

The tour, which runs from June 19 to July 11, is in line with ARCEP's statutory missions. It is also part of ARCEP's operational plan and the implementation of the partnership agreement with consumer associations. It aims to present the regulatory framework governing the protection of populations against non-ionizing radiation, ARCEP's missions in the protection of populations against non-ionizing radiation, the terms of cooperation between the communes of Togo and ARCEP in the context of electronic communications, and in particular the control of compliance of operators and radioelectric stations with the legal and regulatory framework in force. A total of 735 members of consumer associations from all prefectures and local authorities will be interviewed during the tour.

According to Kadiri Ouro-Agoro, ARCEP's Director of Legal Affairs and Consumer Protection, consumer protection is at the heart of ARCEP's strategy. So it's important that communal authorities who are involved in one way or another in the granting of authorizations for the installation of antennas by operators are familiar with these texts. « ARCEP's role is to reach out to the population, to explain everything they can expect from ARCEP in terms of consumer protection. We're also doing a better job of training the representatives of consumer associations in whom people can place their trust, by telling them about the problems they have with operators, so that we can work together to find solutions », he asserted.

« This year's event goes beyond consumer associations, and is open to husbands and wives. Indeed, one of the roles of local authorities is to issue authorizations to telecoms operators for the installation of antennas, which are essential for the provision of services », he points out.

 

With the aim of protecting the population from non-ionizing radiation that may originate from operators equipment, the government has adopted Decree N°2022-020/PR of February 23, 2022 on the modalities for protecting people from the effects of electric, magnetic and electromagnetic fields originating from non-ionizing radiation. In application of this decree, ARCEP has taken a number of decisions aimed at promoting implementation of the decree and reinforcing public protection against non-ionizing radiation. This 2023 edition is the third of its kind, following 2021 and 2022.

Satisfaction survey launched

The survey also starts on June 19 and ends on July 07, 2023. During this period, customers of telecommunications companies will be asked by the regulator to express their opinion on the quality of services provided by mobile operators and other electronic communication providers. The aim of the survey is to measure users' overall satisfaction with the services delivered by mobile operators, fixed-line Internet service providers, postal operators and ARCEP, and to identify reasons for dissatisfaction. According to Amah Vinyo Capo, Director of Markets and Data Regulation at ARCEP, « through this survey, we aim to assess consumers' perceptions of both operators and ARCEP. The results of this survey will enable ARCEP to gather information on users' needs and identify possible improvements to be made in the electronic communications sector ».

Data will be collected via a questionnaire accessible through ARCEP Togo's mobile application, website www.arcep.tg, call center number 8000 and USSD code *800#. The survey reaches all consumers, regardless of age or gender, throughout the country.

ARCEP's initiative reflects its commitment to ensuring the satisfaction of users of telecommunications services in Togo. It represents a proactive approach aimed at assessing the quality of services offered by operators, and taking the necessary measures to guarantee a high-quality telecoms environment.
